Previous studies have shown that sentencing practices must change in order to lessen the incarceration rate in the United States. In this study, Raphael encourages political changes and sentencing reforms that incorporate formal risk assessment and careful deliberation – arguing that policy attention should focus on incentives in the criminal justice system. Raphael encourages the reallocation of resources devoted to corrections be used toward alternative non-incarceration policy tools, such as policing and human capital investments.
